    What this call funds

This call funds projects that help cities and regions actually create and roll out local heating and cooling plans, not just study them. It supports building technical skills, collecting local energy data, running public engagement, identifying financing options, and setting up lasting local governance structures so towns can decarbonise how they heat and cool buildings. The goal is real, adopted plans in multiple municipalities, with know-how spreading to other towns too.

energy efficiency · renewable energy · smart grids · regional development · climate adaptation · circular economy

    Who wins this

A consortium of local/regional public authorities, energy agencies, or similar bodies from at least 3 EU countries that wants to deliver concrete, adopted heating and cooling plans across multiple municipalities, including smaller towns.
