What this call funds
This call pays for the planning work needed before a big new European research facility can actually be built. It covers sorting out the legal agreements, funding commitments, governance, technical designs, and staffing plans so that construction can start once the paperwork and money are in place. It's specifically for research infrastructure projects already selected on the ESFRI roadmap, not for open-ended research proposals.

General conditions 1. Admissibility Conditions: Proposal page limit and layout described in Annex A and Annex E of the Horizon Europe Work Programme General Annexes. A number of non-EU/non-Associated Countries that are not automatically eligible for funding have made specific provisions for making funding available for their participants in Horizon Europe projects. See the information in the Horizon Europe Programme Guide. 3. Other Eligible Conditions If eligible for funding, legal entities established in non-associated third countries may exceptionally participate in this Coordination and support action as a beneficiary or affiliated entity. described in Annex B of the Work Programme General Annexes. 4.
