What this call funds
This call funds groups of public buyers who join forces to jointly purchase research and development (pre-commercial procurement) for innovative solutions to public sector problems. It specifically supports connecting these procurement efforts with test beds, living labs and regulators so that new technologies get tested, certified and brought to market faster. The money doesn't go directly to companies doing R&D - it funds the procurers who then run tenders that companies can bid on.

A number of non-EU/non-Associated Countries that are not automatically eligible for funding have made specific provisions for making funding available for their participants in Horizon Europe projects. Legal and financial set-up of the grants PCP/PPI procurement costs are eligible. The beneficiaries may provide financial support to third parties to provide financial incentives to final end-users to adopt the solutions. The support to third parties can only be provided in the form of grants. The maximum amount to be granted to each third party is EUR 200 000 to ensure the deployment and impact of the project outcomes. This amount is justified since the FSTP actions need to allow procurers to provide financial incentives to final end-users to adopt the solutions; therefore, the amount needs to be sufficient to support the deployment and maximise the impact of the project outcomes.
