What this call funds
This call funds large-scale projects that develop, validate and demonstrate wave and tidal energy technologies, aiming to make ocean energy systems cheaper, more reliable and more environmentally friendly. It supports both direct research by the consortium and smaller sub-grants to third parties like startups and SMEs to bring in new solutions. The goal is to move these technologies from lab validation to real-sea demonstration.

- Support to third parties
- Beneficiaries must provide financial support to third parties (FSTP), with a maximum of EUR 800,000 per third party; up to EUR 3 million for the breakthrough challenge FSTP calls and up to EUR 6 million for the validation challenge FSTP calls.

- Project management budget must not exceed 7% of EU funding; at least three distinct demonstration activities are required with go/no-go milestones; up to EUR 24 million of EU funding is expected for the demonstration challenge; projects using satellite earth observation/navigation data must use Copernicus and/or Galileo/EGNOS; estimated project duration is around 5 years; page limit for proposals increased to 60 pages.

General conditions 1. Admissibility Conditions: Proposal page limit and layout Due to the complexity of the topic, the page limit for proposals is increased to 60 pages. described in Annex A and Annex E of the Horizon Europe Work Programme General Annexes. Proposal page limits and layout: described in Part B of the Application Form available in the Submission System. 2. Eligible Countries described in Annex B of the Work Programme General Annexes. A number of non-EU/non-Associated Countries that are not automatically eligible for funding have made specific provisions for making funding available for their participants in Horizon Europe projects. See the information in the Horizon Europe Programme Guide. 3. Other Eligible Conditions If projects use satellite-based earth observation, positioning, navigation and/or related timing data and services, beneficiaries must make use of Copernicus and/or Galileo/EGNOS (other data and services may additionally be used). described in Annex B of the Work Programme General Annexes. 4. Legal and financial set-up of the grants Beneficiaries must provide financial support to third parties (FSTP). The support to third parties can only be provided in the form of grants. The maximum amount to be granted to each third party is EUR 800.000. This is necessary to appropriately conduct the activities in scope of this topic, namely, to contribute to the development and validation of costly and complex components and expected to include high capital intensive and labour-intensive activities. These activities are as well labour intensive and need specialised skills. As the topic envisages subsequent FSTP calls to progressively develop a given solution, the maximum amount to be granted to each party needs to be sufficiently high to cater cases where a given legal entity may receive more than one FSTP grant. described in Annex G of the Work Programme General Annexes.
