What this call funds
This call co-funds a five-year programme that pools EU, national and regional money to build cross-border value chains for renewable fuels (advanced biofuels, non-hydrogen renewable liquid/gaseous fuels, and bioenergy carriers). Rather than funding single projects directly, it funds a coordinating consortium that runs annual joint transnational calls and distributes cascading grants (up to €500,000 each) to third-party research, demonstration and market-uptake projects across Europe, especially involving lower-innovation regions.

General conditions 1. Admissibility Conditions: Proposal page limit and layout Due to the complexity of the topic, the page limit for proposals is increased to 60 pages. NOTE: The conditions are described in General Annex A under which the limit for a full application for ‘Programme co-fund’ actions is 65 pages. described in Annex A and Annex E of the Horizon Europe Work Programme General Annexes. Proposal page limits and layout: described in Part B of the Application Form available in the Submission System. 2. Eligible Countries described in Annex B of the Work Programme General Annexes. A number of non-EU/non-Associated Countries that are not automatically eligible for funding have made specific provisions for making funding available for their participants in Horizon Europe projects. See the information in the Horizon Europe Programme Guide. 3. Other Eligible Conditions If projects use satellite-based earth observation, positioning, navigation and/or related timing data and services, beneficiaries must make use of Copernicus and/or Galileo/EGNOS (other data and services may additionally be used). described in Annex B of the Work Programme General Annexes. 4. Financial and operational capacity and exclusion described in Annex C of the Work Programme General Annexes. 5a. Legal and financial set-up of the grants The funding rate is 70% of the eligible costs. Beneficiaries may provide financial support to third parties (FSTP) in the form of grants. The maximum amount of FSTP to be granted to each third party is EUR 500 000. This is justified because cascading grants linked to FSTP will support concrete R&I interregional projects to be undertaken by research and innovation entities and stakeholders around the technologies value chain of renewable fuels. Such R&I collaborative projects require high costs for labour, equipment and materials to successfully carry out their activities in order to achieve the objectives of this action, otherwise this would be impossible. described in Annex G of the Work Programme General Annexes.
